بومی سازی هدف دوم استراتژی جهانی منابع انسانی برای سلامت در ایران

چکیده
مقدمه: از جمله چالش‌های سیستم مراقبت‌های بهداشتی و درمانی کمبود متخصص، کمبود دانش با کیفیت و توزیع نابرابر مهارت‌ها در بین کارکنان مراقبت‌های سلامت، مورد توجه سازمان بهداشت جهانی تا سال 2030 می‌باشد. لذا، هدف از پژوهش حاضر بومی‌سازی هدف دوم استراتژی جهانی منابع انسانی برای سلامت شامل نیازسنجی فعلی و آتی جمعیت برای منابع انسانی با درنظرگرفتن پویایی بازار کار در ایران است.

روش: این مطالعه در سال 1402 به روش ترکیبی از طریق بررسی مقالات مرتبط و مصاحبه‌های نیمه‌ساختاریافته با تعداد 18 نفر از صاحب‌نظران حوزه منابع انسانی در سطح کشور و با استفاده از نرم‌افزار MAXQDA2020انجام‌شده است. سپس در مرحله کمی با نظر 243 نفر از مدیران و کارشناسان منابع انسانی دانشگاه‌های علوم پزشکی و تجزیه و تحلیل آماری و از تحلیل عاملی تاییدی (CFA) استفاده و در نهایت مدل بومی هدف دوم استراتژی جهانی منابع انسانی سلامت در ایران مشخص‌شد.

یافتهها: در مرحله مصاحبه کیفی 21 متغیر شناسایی و پس از انجام مراحل کمی به 14 متغییر به ترتیب بعد نیازسنجی فعلی و آتی جمعیت برای منابع انسانی(3 متغیر) و پویایی بازار کار سلامت (11 متغیر) تفکیک‌گردید. انحراف معیار برای هدف دوم 891/0 گزارش‌شد مقدار مربوط به این معیارها یعنی آلفای کرونباخ و پایایی ترکیبی عامل‌های پژوهش در همه عامل‌ها بالاتر از 7/0 بوده که حاکی از پایایی مناسب مدل دارد.

نتیجهگیری: سرمایه‌گذاری استراتژیک در منابع انسانی برای بهبود خدمات سلامت و دستیابی به پایداری بلندمدت در سیستم‌های مراقبت‌های بهداشتی، به‌ویژه در کشورهای در حال توسعه ضروری می‌باشد. همچنین این مطالعه خواستار افزایش همکاری و اشتراک دانش بین کشورها، بهبود شرایط کاری و برنامه‌های آموزشی هدفمند برای رسیدگی موثر به چالش‌های نیروی‌کار است.

Localization of the Second Goal of the Global Strategy Health Human Resources in Iran

Introduction: Among the challenges of the healthcare system are the shortage of specialists, the lack of quality knowledge, and the unequal distribution of skills among healthcare workers, which are of concern to the World Health Organization until 2030. Therefore, the purpose of the present study was to localize the second goal of the global human resources for health strategy, which including assessing the current and future needs of the population for human resources, while taking into account the dynamics of the labor market in Iran.

Methods: This study was conducted in 2023 using a mixed method approach through a review of related articles and semi-structured interviews with 18 experts in the field of human resources nationwide using MAXQDA2020 software. Then, in a quantitative phase, with the opinions were gathered from243 managers and human resources experts from medical universities, statistical analysis and confirmatory factor analysis (CFA) were employed, and finally, the localized model of the second goal of the global health human resources strategy in Iran was developed.

Results: In the qualitative interview phase, 21 variables were identified and after quantitative phase, they were reduced to 14 variables. This variables were categorized as current and future needs assessment of the population for human resources (3 variables) and dynamics of the health labor market (11 variables). The standard deviation for the second objective was reported to be 0.891. The values related to these criteria, namely Cronbach's alpha and the composite reliability of the research factors, were greater than 0.7 in all factors, indicating the appropriate reliability of the model.

Conclusion: Strategic investment in human resources is essential to improve health services and achieve long-term sustainability of health care systems, especially in developing countries. The study also calls for increased collaboration and knowledge sharing between countries, improved working conditions, and targeted training programs to effectively address workforce challenges.
